The Board of Commissioners for Clackamas River Water consists of five volunteer members, who reside within the water district and are elected by voters within the geographical boundaries of the district. The board hires and oversees the general manager, determines policies and regulations for the district and approves the operating and capital budgets. In addition to regular executive and work sessions, the board meets each month to consider district business. Board meetings are held on the second Thursday of each month at 7:00 p.m., at the district offices at 16770 SE 82nd Drive in Clackamas. All customers and interested parties are invited to attend.
Commissioner Michael Cardwell was born in Hood River, Oregon, and he currently lives in Oregon City with his wife and children. He has been a resident of Clackamas County for over 30 years. Mike received his degree in Water Quality Technology from Clackamas Community College, and he has worked for the City of West Linn in the Public Works Department for over fourteen years.
As a commissioner, Mike's first priority is getting ratepayers involved in district activities. The more people involved, the better off the district is. CRW also needs to have long-term plans that benefit CRW ratepayers. Keeping water quality the best it can be, while being responsible with ratepayer monies and keeping rates down, is of the highest priority. Above all, CRW ratepayers come first. Mike looks forward to serving CRW ratepayers and responding to questions and suggestions. If he doesn't have the answers, he will find them.
Commissioner Barbara Kemper
(elected May 2007 for a two-year term) has been active in water, wastewater,
and land use issues for many years, during which time she has been an active
member of the Clackamas CPO, the Clackamas River Basin Council, Friends of the
Clackamas River, and the Clackamas County League of Women Voters. She has been a CRW ratepayer since she moved
to her home on the
ClackamasRiver in 1980.
Barbara worked as a chemist for the Upjohn Co. and for Crown
Zellerbach after graduation from
WesternMichiganCollege,
later as medical librarian and staff development support for
DammaschStateHospital and as a tax
preparer. She is now retired and devotes
her time to family, friends, her home, and her concerns about the issues
described above.
Commissioner Kemper welcomes input from ratepayers who have
concerns or suggestions of interest to the district and will bring these to the
attention of management or the board, as appropriate. She suggests that any emails put a notation
such as “CRW RATEPAYER” in the Subject line.
